This is a pretty heavy nerf for Bard. It slightly changes the E but it’s not a big deal since you most likely won’t use it 2 times in one fight, but the W nerf will impact him a lot.
CHO’GATH
E - VORPAL SPIKES
DAMAGE 22/34/46/58/70 ⇒ 22/37/52/67/82
This change doesn’t really do much. Cho’Gath as a tank on the top lane is still a pretty low pick since there are other tanks that are better than him and Cho’Gath mid with Glacial is a pretty solid pick but the E buff won’t affect either of these lanes as he will most likely max E last.
FIDDLESTICKS

DAMAGE 70/100/130/160/190 ⇒ 70/105/140/175/210
It doesn’t change anything. The problem with Fiddle is that he is a pretty weak dualist and he needs to be all the time with his team to provide the CC. He is unable to beat pretty much anyone in 1v1 unless he gets an ultimate advantage.

I think people don’t realize how strong Gnar is. I’ve talked about this a couple of months ago as he was a viable pick back then, but Gnar was receiving nothing but buffs for the last 6 patches where was he changed back at the start of season 8. In my opinion, he is a really good top laner, especially as the tank meta, gets more popular and he wins pretty much every matchup against tanks.
KARTHUS

This shows how Riot doesn’t know how to balance the champion as they’re nerfing him so “his clear will be slower”. The thing is that it won’t. If you’re playing Karthus in higher elo than Diamond 1 and that where he is extremely strong, you’re not crying about how long it takes you to go from one camp to the other. That’s because you’re already dragging one camp to the other so you’re losing time only when crossing the mid lane and going to crab but it’s about 3 seconds so no, it doesn't change anything.

Absolutely massive buff for both Kayn top and jungle. I don’t even know why they keep pushing him so hard when he is fine in the jungle as A-tier, I would say depending on team comp.

I think Lissandra is being buffed more towards competitive more than soloq as she provides a good amount of CC and damage with her passive. This brings Lissandra back to the meta but she is not a super good pick and a pretty much optional in most cases.

It doesn’t change pretty much anything. Quinn is still super bad on the top laner as she is getting counter by 2 items which are Tabis and Bramble Vest. The only way to buff her is to bring back her base AD and give her some %HP or bonus armor penetration as it won’t affect her damage that much against squishy targets and will help a lot against tanks and most bruisers.

It’s a competitive nerf.

Wukong is still an S-tier top laner, it does not change anything. The only way to fix him is to lower his armor stacking by a lot, give him scaling MR in return and change his ultimate to be one time knock up instead of 2 or change it to 1 use of the spell and adjust the damage.

It doesn’t change absolutely anything. Sanguine Blade is being built by 3-4 champions in the game and it really won’t change it. It’s super weak because it’s a pure dual item and in most scenarios if you’re ahead and split pushing you will be fighting against 2 targets.
