While this patch note looks big, I actually think there are only 2-3 champions it can affect for solo queue.

Let’s start with some NERFS

Annie

A nerf for direct support Annie.  She became a strong character for mid-lane with his first buffs. But after getting so many nerfs, I can't say that she is a good character for mid-lane anymore.  Still playable but while other supports are getting buffs and Annie is getting nerfs, I think you can look for some different options.

Rammus

According to League of Legends, the reason they nerfed Rammus was that he was too strong at low elo.  There are a few things I don't understand here.  Why did they make a decision based on the win rates of the people in the lowest segment of the game when making a decision?  It means nothing to me.  At the same time, it is really interesting to make such a comment on Rammus when there are dozens of champions that can be played at low elo. It is still playable against champions like Vayne and Twitch for example.

Sejuani

Finally, I want to mention Sejuani.  Passive and ultimate nerfs don't make much sense.  But that second q nerf can really change so much. Because this is the most important ability of Sejuani and it was the one-second q buff, that made Sejuani back into the meta in previous patches.  Still playable but now a bit weaker.

Let’s talk about BUFFS

Katarina

I think these buffs will only affect high elo players(Dia 1+).  In low elo, if you can play Kata well or if you are a smurf, you could carry it anyways.  I also want to add one more thing.  Since these buffs are for the ap direction of Katarina, the ap contraction will be better now.  Definitely give it a try.

Graves

I think this buff is more for top-lane Graves.  The reason is simple. Critical hit damage increased and Graves could only crit on the top lane. Jungle Graves could also be bought but jungle Graves could also get lethality. Such a thing was not previously possible in the top lane. We used to see Bloodthirster build after Immortal shield bow in the top lane. I think it's a nice door open again. However, I’d like to remind you that those who play top lane don't like to play against Graves, in general.

Items

Death’s Dance

So it's not a big change, but the incoming ability haste might work. I don't think it will change anything in terms of getting it.

Catalyst of Aeons

Well, I wish they could do the same change (or we might even call this a nerf) to Death Dance.  When you look at it mathematically, there is no nerf here. This is because you get buffs from the item as much as the gold you give.  The problem, however, is that things don't work like that in League Of Legends.  If a change makes you buy that item later, it's a nerf. The sooner you get it, the sooner you'll have an effect on the game.

Lastly

After this change, you will be able to reduce the healing effect if someone has a shield on them.  Does it affect anything? No, I don't think it will affect the game content as it will be a very rare situation.
