Let's start with BUFFS

Janna

Janna's damage buff on her w looks fine. It should help her play more aggressively in the lane phase. The buff for her E is pretty good as well and will strengthen the lane phase. Overall good buffs definitely playable. (Good pick against champions that want to jump in Rengar, Diana, Hecarim, and Leona…)

Kha’Zix

Kha’Zix has been getting a lot of changes and buffs for the last 3 patches. Especially the assassin form got a lot of buffs. I recommend playing the assassin form with R/Q evolve.

Kog’Maw

A nice buff. Personally, I think the Kog'Maw passive is one of the most useless passives in the game. You want to use the passive of a champion played as an ADC when you're alive because DPS in team fights are very important. But that's not available for Kog'Maw, it only works when you die. Q and E buffs look good Buffs that pave the way for AP mid-Kog'Maw.

Poppy

Lastly, I want to say something about poppy. Nice buffs, but I think it's more important for pro-play than solo. I suggest you keep in mind that if a tank champion gets a damage buff, there's a 90% chance it will be very powerful.

NERFS

Malphite

He was in a very strong position for a long time. These debuffs will weaken him a little bit. But I still think it's playable and strong. Because Malphite's only problem is not w damage, he is so tanky against ad comps. If the enemy team has 3+ ad champions just go for Malphite.

Kayn

A nerf in Kayn’s assassin form.A decent and nice Nerf. I think it will be more balanced now. It's still playable. But now it can make you think once more when switching to red or blue form. While you need blue form against squishy teams and red for tanky teams. That's the basic idea.

Jarvan IV

Jarvan's Q ability received a 10-damage Nerf. It's not a very important Nerf. We can think of it like this, it's very important to reduce 5-10 damage to abilities that are used too many times. For example, hecarim's Q is an ability you hit maybe 500-700 times in a game. But for Jarvan, it's a skill you use maybe 100-200 times. So essentially hecarim's 5 damage reduction is equivalent to Jarvan's 15-20 damage reduction. Therefore, it should always be decided by looking at how many times it is used and how much damage is reduced.
