How does counter-strafing work in Valorant?

Releasing a movement key leaves your character sliding for a short moment, and any shot fired during that slide carries a movement penalty. Tapping the opposite key cancels the momentum immediately, which puts you at a full stop roughly twice as fast as simply letting go.

The technique matters because Valorant's first bullet is perfectly accurate only from a standstill.
