A blog post about these changes was written by me, Tinyy, one of the best elo boosters from EB24.

Riot Games recently made significant changes to League of Legends with the release of Patch 13.13. These changes include adjustments to champion abilities, item reworks, and gameplay balance. As a booster for Eloboost24 and a player with extensive experience in the game, I'm excited to share my thoughts on these changes and how they impact the gameplay experience.

Noteworthy Balance Changes:

Nerfs:




Aphelios: Aphelios has been a challenging champion to play, especially in lower elos where mistakes can be unforgiving. The recent nerfs targeting three of his guns have made him less popular in professional play. However, his difficulty level remains a barrier to success in lower elos.



Ivern: Ivern received a significant buff in the previous patch, making him viable in both jungle and support roles. For those interested in playing Ivern as a support, I recommend finding a duo partner who can play Rengar for a synergistic experience.



Neeko: Neeko has been a highly powerful champion in the game and required nerfs. The most significant change is to her ultimate (R), which previously provided 1.25 seconds of invisibility. The nerf reduces the duration to 0.5 seconds, which is a fair adjustment.



Rell: Riot Games has shown interest in shifting Rell into the jungle role. With her crowd control abilities, utility, and impactful ultimate, she could find success in that position. However, it's unclear why Riot chose to repurpose an existing champion rather than introduce a new one.

Items:




Statikk Shiv: The prevalence of the Shiv meta, where almost every champion was building Statikk Shiv, led to an imbalance in the game. The recent nerf to the item is a positive change overall, as it encourages more diverse champion choices. While it remains viable for certain champions (particularly ADCs), mages and AP characters may find it less valuable due to the removal of AP scaling.



Stormrazor: Historically, Stormrazor has been a popular first or second item for ADCs due to its early-game strength. The recent buff to the item makes it even more appealing for ADCs focused on the early game, such as Jhin, Caitlyn, and Kai'Sa.



Essence Reaver: Another item that received an early-game buff but a late-game nerf is Essence Reaver. This change may impact champions like Lucian, Rengar, and Ezreal. Rengar might still consider it a core item, while Lucian's current position in the meta is less favorable. Ezreal players might now prioritize Essence Reaver over Trinity Force, especially with the slight nerf to Trinity in the last patch.
