Early Game Adjustments:

You'll now be able to get to the lane more quickly when you make a mistake or get a good reset. Blast cones now spawn later, but I want to add a footnote that it's just the ones behind the dragon and the herald. This means it's a little harder for junglers to gank now.

These minion changes will slightly change the gameplay. So if you want to push your lane and go to the top or bottom lane, the next minion wave will already be coming by the time you get there. This means that mid-laners can roam less now. With the new turret changes, hybrid champions (Champions that build ap/ad at the same time) will now deal slightly more damage to turrets.

Teleport now arrives 4 minutes earlier. So when the 2nd dragon respawns, Top Laners can now be involved in battles. Top laners always used their first teleport to their lane, and if you do this after minutes 5-6, it means that even if you have your unleashed teleport at minute 10, you will not be able to use it. This means that you should use your teleport sooner.

Champion Changes:

One notable champion change is the buff to Neeko, intended to make her a viable jungler. However, she may face challenges against fighter jungle champions.

Item Reworks:

Patch 13.8 brings significant changes to items in League of Legends. Let's explore a few notable ones:

Bloodthirster: The item no longer provides a shield but offers loaded attack damage instead. It is now more effective in the late game, with attack damage increasing based on the player's level.

Guinsoo's Rageblade: Designed for on-hit champions like Kai'Sa, Vayne, and Kog'Maw, this item becomes a priority for them.

Infinity Edge: It has become a mythic item, forcing players to decide whether to prioritize it over other mythic options like Galeforce, which affects potential dashing abilities. It is particularly beneficial as the first item for Draven and Jhin.

Rapid Firecannon: This buff allows champions like Lucian and Nami to reenter the meta, as it provides additional attack damage along with its range increase.

Stormrazor: Returning to the game, Stormrazor no longer slows enemies upon hit but grants movement speed to the wielder. It synergizes well with Jhin's playstyle.

Youmuu's Ghostblade: A significant buff for assassins, this item no longer requires players to purchase Tier 2 boots early on. It offers considerable lethality, making it highly effective on champions like Talon, Rengar, and Kha'Zix.

Abyssal Mask: With Force of Nature no longer being the primary MR item, Abyssal Mask becomes the go-to option. It provides solid stats at a low cost, making it suitable against heavy AP compositions.

Echoes of Helia: This item complements enchanter supports, such as Karma and Nami. It can be paired with Imperial Mandate, allowing for a strong combo.

Hullbreaker: Considered overpowered, this item provides additional AD and movement speed at a relatively low cost, making split pushers like Jax, Fiora, and Illaoi stronger.
