EB24 ABOUT LEAGUE OF LEGENDS #17 - PATCH RUNDOWN 10.4 - FROM A BOOSTER PERSPECTIVE
Patch 10.4 is targeting Soraka and Sona on top lane and buffing tank junglers and top laners on that patch. Also, buffs on Phase Rush and Stopwatch makes me worry for solo queue. I think this patch will be bad for solo queue but good for competitive. Let's have a look at it.

NEWSTOP! IN THE NAME OF LOVE Now stops enemies in the middle of their dashes
Dash speed is a nice little buff but won't change that much. Although the ult cooldown buff is pretty good for the early mid-game since Amumu doesn't build cooldown items in that stage of the game. I think he is good for low elo.
Aphelios
NEW WEAPON VIEW Players can now see both guns Aphelios is holding next to his health bar
CALIBRUM, THE SNIPER RIFLE
REMOVED BASIC ATTACK RESET Aphelios no longer resets his attack timer right after consuming a mark (his attack timer still resets for the mark attack)
CRESCENDUM, THE CHAKRAM
RED VS. BLUE Aphelios' sentry's range indicators are now red for enemies when it's inactive
BASE NUMBER OF SENTRY ATTACKS 4 ⇒ 3 (the number of attacks still scale with attack speed)
SENTRY HEALTH AGAINST RANGED Ranged basic attacks deal 2 damage ⇒ 3 damage (Sentries have 6 health)
SENTRY HEALTH AGAINST AOE AoE attacks deal 2 damage ⇒ 4 damage (Sentries have 6 health)
SENTRY BUGFIX Aphelios' sentries no longer occasionally die upon being activated

It hurts his laning but still, I think he is a must ban pick. It's not a filler change but I think that aphelios will still one-shot you in the mid-late game.

I think that buff is decent. It helps her to push her lane quicker. Its a nice buff but I don't think she needed it. She was strong and now she is stronger.

W buff is insanely strong. With the Yuumi buff, we might see Garen+Yuumi bot again.

Expect Diana and Darius all of those are filler. It's good for Darius because when Darius is split pushing he cant take jungle camps without losing so much time. For Diana, she can now jungle easily. The problem with Diana's jungle was her early game. Now with that buff, she will be better.

It's a decent nerf but I think legend runes are still broken. It's just 1 more wave for each stack and it's bad for Bloodline mostly. So it's indirect nerf to ADC class.
Perfect Timing
OUR TIME IS RUNNING OUT Grants a Commencing Stopwatch that becomes a Replica Stopwatch at 10 minutes ⇒ Grants a Commencing Stopwatch that becomes a Replica Stopwatch at 14 minutes. Takedowns reduce this timer by 2 minutes.
REMOVEDYOU CAN'T PUSH IT UNDERGROUND No longer additionally reduces the cooldown of Guardian's Angel, Gargoyle Stoneplate, and Zhonya's Hourglass by 15%
STOPWATCH COST 600g ⇒ 650g
Bad for Guardian Angel users but insane for support champs. -2 min for each takedown makes this a broken rune for every support champion.
Phase Rush
MAXIMUM TIME BETWEEN ATTACKS 3 seconds ⇒ 4 seconds
MOVEMENT SPEED 25-40% ⇒ 25-40%, increased to 30-50% for melee champions

Over buff. Especially for top lane champs. I don't think you can win trades in the lane against Sunfire cape user champion as a bruiser.
