Champions

APHELIOS
Passive bonus damage and lethality increased.

LETHALITY 3.5/7/10.5/14/17.5/21 (E rank 1-5) ⇒ 4.5/9/13.5/18/22.5/27 (E rank 1-5)
Another round of buffs to Aphelios. Bonus damage is nice and will help him out in the early game but the extra lethality he is getting won’t be kicking in until the late game. He’s in an okay spot in soloq but he’ll continue struggling in pro play.

KAYN
W VFX now revealed when in terrain.
W - BLADE’S REACH
NEWVFX Blade’s Reach VFX is now revealed when cast within terrain towards enemy champions.
Kayn has been one of the champions on the rise over the past few patches. Not being able to see his W when cast from terrain was tough to deal with. This nerf will make it much easier to react to Kayn’s damage.

LEE SIN
E base damage decreased later.
E - TEMPEST
BASE DAMAGE 100/140/180/220/260 ⇒ 100/130/160/190/220
Nerf to the lane Lee Sin. It will be felt massively since it’s the main spell Lee uses in the lane.

OLAF
Base health growth increased. Mana and mana growth rounded up.

Olaf was running rampant early in the season before falling out of the meta. This change won’t be noticeable at all.

RIVEN
E base shield strength reduced.

Losing 10 shield is not going to affect Riven greatly. Don’t expect her to be any weaker than she is now.

RUMBLE
W cooldown increased early and now scales; bonus movement speed decreased.

Riot is trying to nerf Rumble’s early game by making him exit the jungle with less HP. He might not be able to take every duel at lvl 3 like he was before but he’s still one of the strongest junglers in the game.

TAHM KENCH
Devour and R swapped and reworked. Passive bonus damage decreased. Q now heals, applies his passive, and scales with his size. E shield duration increased; healing over time increased but takes longer to come into effect. And new VFX all around!

NEWHARDER BETTER FASTER STRONGER Tongue Lash’s range and missile speed now scales up with Tahm Kench’s size
W - ABYSSAL DIVE
NEWWHAC-A-FISH Tahm Kench channels for 1.35 seconds, dives for 0.15 seconds, then appears at the targeted area, dealing 100/135/170/205/240 (+100% AP) damage and knocking up enemies for 1 second. Hitting an enemy champion refunds 30% of its cooldown and mana cost. Tahm Kench can take Devoured allies along for the ride (allies can always eject before the channel finishes). Enemies cannot see where Tahm Kench is headed until 0.75 seconds into the channel.

GREY HEALTH HEALING OVER TIME Slightly increased to 10% maximum health per quarter second
TIME BEFORE GREY HEALTH HEALING 2.5 seconds of not taking damage ⇒ 4 seconds of not taking damage
R - DEVOUR
NEWHOOK, LINE, AND DINNER Tahm Kench swallows the target champion for up to 3 seconds. If the target champion is an enemy, they must have 3 stacks of Passive - An Acquired Taste and take 100/250/400 +15% (+5% per 100 AP) maximum health as magic damage. Tahm Kench is also grounded and slowed by 40% movement speed. If the target champion is an ally, they are granted a 300/450/600 (+100% AP) shield that lasts for 2.5 seconds after Devour ends. Tahm Kench is also grounded and slowed by 40/25/10% movement speed but can still cast W - Abyssal Dive. Tahm Kench’s allies can see when Devour is available on his health bar (enemies cannot).
Tahm Kench was one of the most boring supports to watch in Pro play and he was rarely seen in SoloQ. With the current changes, his previous ultimate that allowed him to teleport around the map is now on his W but it has a shorter range. Furthermore, he’s able to eat allies, or enemies using his R. It has a pretty big cooldown (90 seconds on level 6). On the other hand, his new W knocks up enemies so if he stays as a support, he’ll have a way to engage on enemies. Something that he didn’t have before.

VIEGO
Q healing from minions decreased. E base bonus movement speed, missile speed and zone length increased.

Lane Viego is getting nerfed while jungle one is getting a buff. Having less healing on his Q will make his laning phase much harder. Luckily his E got buffed and now gives more movement speed so we might see him in the jungle more often.

XAYAH
Q base damage per feather-blade and maximum total damage increased.

With Rakan being nowhere in terms of support strength this season, Xayah has been struggling as well. Q buffs will improve her wave clear as well as poke. It’ll be interesting to see if she makes a return to the meta considering there is no big power difference between ad carries at the moment.

VOW (ACTIVE) Choose a Nemesis to start building a Vendetta over 60 seconds. Has global range, must be used out of combat, and can be used while dead (90 second cooldown).
VENDETTA Take 1% reduced damage from your Nemesis per Vendetta stack. This damage reduction starts at 0% and stacks up to 30% over 60 seconds.
VENGEANCE At max stacks, your Nemesis has 20% reduced tenacity while near you.
An item with no defensive stats besides HP is something no one usually wants (as seen with Warmog's Armor). But, 30% damage reduction is amazing. I can see it being bought when enemy has only one strong champion.

HULLBREAKER

EFFECTS
PASSIVE While no allied champions are nearby, gain 20-45 armor and magic resist (level 9-18) and deal 20% increased damage to towers. Large minions nearby also gain 60-135 armor and magic resist and deal 200% increased damage to towers.
A new item for top lane split pushers. The best users for it are going to be Jax, Fiora, and Nasus. Since it’s a legendary item it can be combined with Trinity Force for even more tower damage.

Stridebreaker changes result in two things. Champions with no gap closer will have to look for another Mythic item. On the other hand, it’ll allow champions that can get close to you to stick to you much easier. 90% slow is tremendous and we might see nerfs coming to it in the future.

Galeforce
MYTHIC PASSIVE BONUS MOVEMENT SPEED 3% ⇒ 2%
TYPHOON (ORNN’S UPGRADE) MYTHIC PASSIVE BONUS MOVEMENT SPEED 3% ⇒ 2%
Galeforce is primarily bought because it gives champions the ability to dash. Granting less movement speed might be noticeable, but most importantly it will not change much in term of items strength.

Lich Bane
MOVEMENT SPEED 10% ⇒ 8%
ABILITY POWER 70 ⇒ 75
The majority of Lich Bane users are assassins with many dashes. Less movement speed will not affect them.

Cosmic Drive
ABILITY POWER 75 ⇒ 80
SPELLDANCE BONUS MOVEMENT SPEED 10-30 (level 1-18) ⇒ 20
Quite a big nerf considering by the time you buy Cosmic Drive you are usually above level 10 and are getting more than 20 movement speed.

Black Cleaver
HEALTH 400 ⇒ 450
RAGE BONUS MOVEMENT SPEED PER STACK OF CARVE 5, up to 30 ⇒ 3, up to 18

Dead Man’s Plate
SHIPWRECKER BUILDUP DURATION 8 seconds ⇒ 4 seconds

We might see Darius and Garen shift away from this item and look for something better. Losing 20 movement speed is substantial to such champions.

Trinity Force

Having more survivability might make up for the fact the item is losing a lot of mobility. As it was underperforming in the past it still might see action only sometimes.

Shurelya’s Battlesong

SHURELYA'S REQUIEM (ORNN’S UPGRADE) INSPIRE BONUS MOVEMENT SPEED 60%, decaying to 30% over 2 seconds ⇒ 30%
Shurelya's is first and foremost built because it grants movement speed both to the enchanter, and the champion they’re shielding. But with this nerf and Moonstone Renewer getting buffed several patches in the row, enchanters might drop Shurelya entirely.

Prowler’s Claw

It’s an indirect nerf to Zed and Talon. Now they’ll have to be more careful when they’re using it. Also, it grants less lethality so it will hurt Varus as well.

Riot is finally taking steps into buffing mages. They have been underperforming for the whole season. One of the main reasons for it was the huge amount of gold you had to save just to finish your mythic item. With them being cheaper now they might start getting back into the meta slowly.

MOONSTONE RENEWER
STARLIT GRACE HEAL AND SHIELD POWER 6% per stack (max 30%) ⇒ 7% per stack (max 35%)
Possibly the best support item for enchanters in the game at the moment. Pick up Seraphine and get those easy wins!

DIVINE SUNDERER
SPELLBLADE EMPOWERED ON-HIT DAMAGE 12% of target’s maximum health ⇒ 12% melee || 9% ranged of target’s maximum health
With this change, ranged champions are going to deal less damage. Most importantly it’s a nerf to Ezreal who has been running rampant in the SoloQ recently.
Runes

NIMBUS CLOAK
BONUS MOVEMENT SPEED 5%/20%/35% for 2 seconds ⇒ 5%/20%/25% for 2 seconds
Straight up nerf. It was rarely picked in the past and now we can expect all ADC's to switch to Inspiration tree if they haven’t already. Mid laners will go for manaflow band instead.

GHOST PORO
GRANTED SIGHT DURATION 60 seconds ⇒ 90 seconds
ENEMY REVEAL DURATION 4 seconds ⇒ 6 seconds
This rune is used rarely due to the the fact it’s hard to use. Buffing its numbers is nice but it doesn’t fix its foundational problem.
Turret Update
Inner turrets in side lanes (top and bottom) now grant an additional 250 local gold
All turret inventories now show how much local gold they give once destroyed
Earlier we talked how split pushers are getting buffed with introduction of Hullbreaker. Well, now they’ll also be earning more gold by breaking towers.

Fixed a bug where Dr. Mundo's Passive - Goes Where He Pleases did not go on cooldown when blocking Mordekaiser's R - Realm of Death
